LABOR SAFETY 

 
Rosneft is the largest public oil company in the world with high social responsibility. Every day, in the regions where Rosneft operates in Russia, as well as outside its borders, employees of the Company and contractors carry out complex and potentially dangerous work. Ensuring their safety in the course of production activities is the most important task for Rosneft, which the Company has established in the adopted Company HSE Policy, having accepted the obligation

  • to give priority to safety, protection of life and health of people in relation to the activity results;

The main efforts in the area of labor safety (LS), as a system for preserving the life and health of workers in the course of labor activity, Rosneft and Group companies focus on providing safe working conditions.

This task is implemented by the Company within the framework of the Labor Safety Management System included in its HSE IMS, by complying with state regulatory requirements for labor safety, taking into account the specifics of the oil and gas industry, the scale and characteristics of the operating environment of its activities, the achievements of modern science (including scientific centers included in the Company) and best practices, as well as voluntary additional commitments and procedures based on international, interstate and national standards . So, for example, the results of a special assessment of working conditions established by the legislation of the Russian Federation are invariably taken into account in the process of identifying hazards and managing health risks for personnel, implemented in accordance with the requirements of the HSE IMS of the Company and the OHSAS 18001: 2007 standard underlying it.

 In order to achieve the long-term goals of the Company to ensure safe working conditions for workers established by the ROSNEFT-2022 Strategy, the Company, in addition to fulfilling state regulatory requirements, develops and implements various targeted programs, for example, the Program of Implementation of the Golden Rules of Labor Safety, and others.

Rosneft believes that any accident that occurred could have been prevented. Based on this approach, the Company formulated in its Company Policy in the area of HSE and adheres to the second most important obligation in the area of labor safety:

  • to provide for priority of preventive measures as compared to the measures aimed at localization and liquidation of the consequences of accidents;

Among the whole range of measures to prevent accidents and cases of deterioration of the health of workers, occupational injuries and occupational diseases, including through occupational risk management, an emphasis is given in the Company to implementation by all employees, from working professions to top management, of the so-called Golden Rules of labor safety.

 

GOLDEN RULES OF LABOR SAFETY

«GOLDEN RULES OF LABOR SAFETY» - is a brief and clear instruction approved by the Company for the safe performance of ten of the most specific and dangerous types of work implemented since 2014. The types of work and the conditions in which they are carried out are selected on the basis of the production experience of the leading companies in the oil and gas industry, as well as an analysis of accidents, incidents, emergencies, etc. at Rosneft and the Group Companies. These include:

In order to preserve the life and health of employees, the Company determined the following basic principles in the Golden Rules:

  • distribution of the basic rules of safe work throughout the Company (corporate responsibility);
  • obligation of each employee of the Company and the contracting organizations to know and apply these basic rules (personal responsibility);
  • stop of the workflow in case of non-compliance with the basic rules;
  • Immediate reporting about the hazardous situations.

The work on the application of the Golden rules of labor safety in the Company received a new impulse in 2017 - 2018: a wide campaign was launched to strengthen the knowledge of the rules by employees, for which all channels of corporate communications were actively involved, additional training and various motivational events were held (creative competitions , blitz polls, a series of publications in the media of the Company, etc.), published printed and video appeals to employees of the Company and contracting organizations of top managers and the Chief Executive Officer of Rosneft on the importance of observing the Golden Rules of Labor Safety in production, design of the printed edition of the rules has been improved, as part of the implementation of the Golden Rules of Labor Safety knowledge of the rules has been tested with more than 300 thousand employees of the Company and contractors.

In 2018, the Golden Rules of Labor Safety were updated, and a convenient format brochure was presented to each employee of the Company. A special internal training course on the Golden Rules of Labor Safety has been developed, it has been successfully mastered by internal trainers of the IS and LS coaches of Rosneft who train the coaches of the Group Companies (GC). The latter, in turn, train managers and contractors in structural units of the GC.

 

LEADERSHIP AND SAFETY CULTURE

The basis for the implementation of strategic goals to ensure safe working conditions in the Company is leadership and the maintenance of a high culture of safe work and the right attitude to environmental protection.

All executives in the Company are personally responsible for achieving the HSE goals, including by demonstrating by personal example the appropriate safe behavior and leadership in HSE.

The main tasks of the leader in the area of HSE - to apply in practice, demonstrate to others the importance of compliance with the HSE requirements, to ensure compliance with them and to follow the principles established in the Company's HSE Policy, including by promoting the correct safe behavior of the employees, as well as to control their execution.

Chief Executive Officer of the Company is a leading guide in the formation and development of leadership in the area of HSE at the level of the entire Company. In the business units in the areas of activity, the highest vice-presences in the area of HSE are shown by the respective vice-presidents - curators of GC, who act as representatives of the senior management on HSE IMS in their units. At the level of the GC, the leadership qualities are exhibited by their leaders, who allocate resources for the HSE; Heads of structural units (SU), chief specialists, foremen, crew-leaders, etc. 

The development of leadership qualities among the managers of the SU GC and above is facilitated by the system implemented in the Company of “Personal Obligations in the Area of HSE” annually undertaken by them. For example, in 2018, personal obligations were accepted and approved by the general directors of 170 Group Companies from their curators - top managers of the units.

Personal obligations of the leader-head in the area of HSE include leadership criteria in four areas: PERSUASION (“five minutes of safety” before the start of production meetings, participation in behavioral safety audits of employees of the GC and contracting organizations, etc.); AUTHORITY (participation in various mandatory commissions, including in the production control commission; personal example in observing safety rules during inspections and participation in the production control commission); ACTIONS (meetings with labor teams and contractors on IS and LS issues, rapid polls of employees on activities in the area of IS and LS, etc.); SUPPORT (motivation and encouragement of employees who prevented the accident, stopped dangerous work, achieved significant results in the area of IS and LS, etc.).

The annual holding of seminars on leadership for top managers of the Company has received development. In 2018, at the initiative of the Company, another leadership seminar for top managers “Leader’s Impact on Safety Culture” was held with the participation of profile leaders of Rosneft's partner companies. During the seminar, discussions were held on conclusions of the reports made, discussions on topical issues of leadership development. The seminar was held in an atmosphere of openness and dialogue. Joint work with representatives of partner companies has shown that leadership issues and enhancing a safety culture are relevant for all seminar participants.

 

KNOWLEDGE AND COMPETENCES

Strong competencies of personnel in the area of industrial safety are the most important condition for ensuring the safety of work. Company organizes and strictly controls the process of compulsory training of workers on labor safety. So, for example, according to the last reporting year, compulsory labor safety training in 2018 was carried out in Rosneft and all Group Companies (including branches and representative offices) in full - the total total number of hours of labor safety training was more than 10 million man-hours.

In addition to compulsory training, the Company implements programs of internal corporate training courses. For this purpose, the practice of using so-called internal trainers has been introduced - specially trained and experienced specialists who have developed the appropriate course and are able to correctly convey its content to the target audience of students. At the end of 2018, 587 internal trainers were trained in the Group Companies. For internal corporate training courses “Leadership in the area of HSE”, “Investigation of incidents”, and “Risk assessment and management in the area of HSEt”, 421 trainings were conducted in the Group Companies and 5622 employees were trained. The total total number of internal training hours in the area of industrial safety in 2018 amounted to more than 300 thousand hours.

More than a thousand trainings were conducted with the involvement of 388 internal trainers, and more than 12 thousand employees of the Company were trained in the same 2018 on a new course developed according to the “Golden Rules of Labor Safety”.

Labor safety requirements established by the legislation and internal regulatory documents of the Company are communicated in the prescribed manner and are mandatory for all employees of Rosneft and Group companies, other persons located throughout the territory, in all buildings and structures of the Company, as well as in other established cases.

IMPROVEMENT OF PROVISION OF WORKERS WITH PPE

The measures taken by the Company to improve the provision of personal protective equipment for workers, including workwear and footwear (PPE), are aimed at further improvement in the area of:

  • improving the quality and level of protective properties of PPE issued to employees of the Company;
  • systematizing the supply of PPE in the framework of a centralized system for providing the workers with it;
  • monitoring the use of PPE by the workers.

As part of the activities the following is carried out:

  • work on further development of the regulatory framework of the Company in the area of personal protective equipment, in particular, updating the Regulation of Rosneft “Requirements for personal protective equipment and the procedure for providing employees of the Company”, Technical requirements for various types of work clothing approved in the form of Organization Standards (STO);
  • introduction of innovative workwear and footwear;
  • supply of footwear with preliminary implementation of the production tests and taking into account their results;
  • improving the quality control system of supplied PPE;
  • formation of close cooperation on PPE issues between the Business and Functional units of Rosneft, Group Companies, trade unions and employees of the Company continues;
  • training of responsible persons - representatives of Rosneft and Group Companies - in the methods of controlling the protective properties of workwear and footwear and other events.

 

WORLD DAY FOR SAFETY AND HEALTH AT WORK

Every year in connection with the celebration of World Labor Safety Day on April 28, the Company holds events aimed at maximizing attention to the topic of labor safety. So, from April 28, 2017, the Company began to operate an internal information portal “Labor Safety, Industrial and Fire Safety. Ecology ”, on the electronic pages of which is collected useful information for employees on occupational safety issues, materials are posted on various activities by the HSE direction.

In 2019, on the eve of this date, Rosneft, as part of the All-Russian Labor Safety Week, held an off-site meeting with the participation of relevant representatives of investing companies, heads and specialists of the corporate center and Group companies, representatives of trade union organizations, dedicated to summarizing the Company's work in the area of HSE for 2018 and setting goals for the implementation of the HSE Strategy for the current year. One of the important results of the meeting was the presentation of the updated public position of the Company on its contribution to the implementation of the UN goals in the area of sustainable development.

  

ROAD TRAFFIC SAFETY  

Rosneft and the Group companies are carrying out significant work to ensure road-traffic safety during the performance of work related to the activities of the Company.

Safe Driving Management System

Since 2017, the Company has been operating the Management System for the Safe Operation of Vehicles, which applies to both Rosneft and the Group Companies, as well as to contracting and subcontracting organizations. Regulations establishes the basic requirements for vehicles, special equipment, drivers and operators of the vehicles, management and repair of the vehicles, and liability for the road-traffic safety. Compliance with these requirements forms the basis of a unified management system for the safe operation of vehicles. The purpose of the management system is to reduce potential risks in the transportation of people and goods, to reduce the number of road accidents.             

In accordance with the requirements of the Regulations, as of the end of 2018, 83% of vehicles were equipped with on-board traffic monitoring systems, 71% were equipped with video recorders, and work on equipping continues in 2019. 

Road-traffic safety campaigns

The Company is demonstrating an active approach to the dissemination and control of requirements in the area of transport safety: Thus in 2018, the following preventive campaigns were held in the Group Companies again: "We are for safety on the road - 2018", "Safe road - 2018", "Day without a car", "Caution, children!"

Permanent commissions for prevention of the road traffic accidents work in the Group Companies and in contracting organizations, operating vehicles; compliance with the requirements of the Company's Regulations on the system for managing safe operation of the vehicles is monitored.

Training exercises are conducted on the practical actions of personnel in emergency situations, such as drowning of equipment when working on the ice surfaces of rivers, lakes, marshes; driving on the winter roads and ice crossings; stopping vehicles on the roadway at night; extinguishing fires of the vehicles carrying dangerous loads and emergency uncoupling; leaving the vehicle at the risk to life and health.

Targeted briefings are also conducted for drivers and operators of the cargo vehicles, special and tractor equipment which perform work in the protective areas of electric power lines in the licensed areas of the Group Companies. There is a ban on the use of front passenger seats in minibuses by both employees of the Group Companies and employees of contracting / subcontracting organizations in order to reduce the severity of the consequences of the road-traffic accident. Traffic police officers are invited to participate in the control activities of the Group Company.

 

Work with administrations in the regions of presence

Due to the fact that a large number of the recorded road-traffic accidents are caused by third-party traffic participants, the Company has organized work with the administrations of the regions of presence on issues of increasing the level of safety in transport. Thus, in 2018, issues of improving cooperation in terms of road safety were included in existing agreements with the regional administrations of the Krasnoyarsk Territory, Primorsky Territory and the Chechen Republic.

 

INDUSTRIAL SAFETY


 


The activities of Rosneft and the Group Companies in the area of industrial safety (IS) are aimed at reducing the risks of accidents, equipment failures, eliminating industrial accidents, creating a safe production culture and zero tolerance for industrial safety violations among the Company's employees.

 

INDUSTRIAL SAFETY MANAGEMENT SYSTEM (ISMS)

These goals are the basis of the Industrial Safety Management System (ISMS) operating at the Company, organically integrated into the HSE IMS and the general management system, and representing a set of interrelated organizational and technical measures carried out by Group Companies (GC) operating hazardous production facilities (HPF) , in order to prevent accidents and incidents at the HPF, localization and liquidation of the consequences of such accidents.

A distinctive feature and advantage of this system is that the Company extends the scope of its application to the HPF of all four hazard classes, which is significantly higher than the statutory requirement on the need to create and ensure functioning of the ISMS in organizations operating HPF of classes I or II. This approach ensures uniform IS management practices throughout the Company and allows to achieve a high level of the IS in all HG that operate HPFs, at which the risk of accidents and incidents during operation of these facilities is minimal and corresponds to the level of development of equipment and technology, as well as to the state of development of GC.

The main purpose of this system is to implement the provisions of the Policy and goals in the area of IS adopted by the Company through:

  • licensing of industrial activities (operation of explosive and fire hazardous, chemically hazardous industrial facilities, etc.);
  • development and / or introduction of amendments to the IS declarations, examination of the IS declarations;
  • liability insurance during the operation of the HPF;
  • elimination of violations according to the requirements of Rostekhnadzor;
  • implementation of the IS expert examination of building and structure;
  • certification of personnel in the area of IS;
  • identification and analysis of the risks of accidents at HPF; planning and implementation of the preventive measures to reduce them, including opportunities (including when performing work / rendering services by third party organizations), as well as their timely adjustment in case of changes (the so-called change management);
  • implementation of production control (PC) compliance with the IS requirements;
  • ensuring the safe use of technical devices at HPF through technical diagnostics and IS expert examinations of of technical devices and equipment;
  • participation of the GC workers operating HPF in hazard identification, accident risk assessment, development and implementation of measures to reduce them;
  • information support of activities in the area of IS;
  • development and implementation of targeted programs on IS measures.

In 2018, as a result of the Company's comprehensive and active work in the area of ensuring industrial safety and accident-free working conditions, the number of accidents at production facilities decreased almost twofold compared with 2017.

Nevertheless, despite the fact that the accidents occurred during the last reporting year had local characteristics and did not lead to the shutdown of production sites, the Company always considers these incidents as significant, requiring increased attention to the integrity of the equipment, and takes all possible measures to prevent accidents. For each accident or other type of incident, an investigation is conducted, in which not only the immediate, but also the root or system causes of the incident are identified. Based on the results of the investigations, reports “Lessons learned from the accident” are developed and communicated to employees, including a list of corrective actions aimed at eliminating system causes and, as a consequence, preventing similar incidents. Interaction with design organizations is carried out in order to finalize design documentation, improve operational performance of equipment. Additional training and certification of workers in the area of industrial safety is organized. Unscheduled checks of serviceability and operability of equipment are carried out. In order to monitor industrial safety and working conditions at the Company's facilities in 2018, the employees of the HSE units of of Rosneft Headquarters carried out more than 120 commission inspections to determine the causes of detected violations in order to eliminate them and to prevent the recurrence of violations.

 

INDUSTRIAL SAFETY TARGET PROGRAMS 

In order to achieve the long-term goals of the Company in ensuring trouble-free production activities established by ROSNEFT-2022 Strategy, the Company, in addition to meeting the requirements of the legislation and local requirements, develops and implements various targeted safety programs, including those taking into account modern world standards and best practices.

One of the most striking examples of the Company's activities in the area of industrial safety is the successful application of world-recognized approaches and methods to ensure the integrity or security of the equipment of production facilities from the effects of internal and external factors of natural, process and man-made origin, which could lead to equipment failures, accidents , fires and / or impair their specifications.

Proper operation and timely decommissioning of production facilities play a significant role in reducing the risks of accidents and negative environmental impacts. For this purpose, the Company is developing plans for the reconstruction and modernization of equipment, which include the use of economically viable methods, taking into account potential risks and costs.

Company's activities to ensure the integrity of the equipment includes targeted programs of its business blocks, formed on the basis of an analysis of risks learned from accidents and incidents, lessons, as well as the results of technical diagnostics. The structure and financing of programs is updated taking into account current financial and production conditions.

Currently, the Exploration and Production business unit of the Company is continuing to implement the Pipeline Reliability Improvement Program, which includes a set of measures for reconstruction, overhaul and repair, inhibition of pipelines, as well as measures for diagnosing (including in-pipe), inhibitor protection piping systems and the use of drones to detect leaks. All planned activities are implemented using modern technologies, materials, shut-off and control valves and pipe products.

In 2018, the implementation of this program allowed to reduce the specific failure rate of field pipelines by 5.9% compared with 2017.

The other two major targeted innovative projects of the Company aimed at improving the reliability of pipelines are implemented by the Company in the context of activities to increase the reliability of equipment:

1. The Company project “Development of technology for monitoring and decision support in the formulation of programs to improve reliability of the pipelines” provides for creation of a software package with an automated preparation of strategies and programs of measures to improve reliability of the pipelines, taking into account different scenarios for each production company of the Company. This technological solution will provide a deep and more accurate study with a wide range of variability of methods of impact on pipelines to minimize environmental and technological risks. In 2018, a concept of an information system for monitoring and supporting decision-making in the formulation of programs to improve reliability of the field pipelines was developed . Testing of the pilot version of the software package is scheduled for 2021 with subsequent introduction into commercial operation in all production companies, starting with 2022.

2. In the framework of the project “Development of a system for selecting material performance and methods for chemical and technological protection of the pipelines,” the Company carries out creation of the specialized software with a regularly updated database of the physicochemical properties of the transported medium and the built-in forecasting tool. Software solution will make it possible to select the execution material and anticorrosion protection methods individually and for a specific period for each production Group Company more qualitatively and optimally.

Goal of the project is to extend the accident-free service life of the field pipelines. Completion of the pilot project is planned for the end of 2021. In the reporting year, within the framework of the project, an instruction was developed, the use of which allows optimizing the selection of material performance and methods of corrosion protection of the pipelines based on the physicochemical properties of the transported media.

In the Oil Refining and Petrochemistry business units of the Company, a set of programs is being implemented to ensure the integrity of equipment and avoid emergency situations with adverse environmental consequences. Measures of these programs include replacement of pipeline sections with expired service life or which deteriorated due to corrosion; upgrade of pipeline equipment to reduce the risk of depressurization, corrosive wear, and to improve performance. The implementation of the programs is envisaged for the period until 2023. The total cost of implementing the programs will amount to more than 30 billion rubles.

In the Oil Refining business unit, the implementation of tank farm development programs has begun, designed to ensure the most efficient operation of commodity and raw material tank farms, taking into account the development prospects, including from the point of view of facility safety. As part of the program, it is planned to carry out the necessary measures for replacement, dismantling, new construction and reconstruction of the tanks of the enterprises. In addition to the previously approved programs of Ryazanskaya Refinery JSC and Saratovskaya Refinery PJSC, in 2018 the Programs of Novokuibyshevsky Refinery JSC and Kuibyshevsky Refinery JSC were formed and approved.

Since 2018, Commerce and Logistics business unit has been implementing the target program “Equipping of reservoirs with technological equipment. equipping of the oil and gas facilities with monitoring systems for the concentration of hydrocarbon vapors in the atmosphere and ventilation systems. ”.

Due to the installed siphon taps/purge nozzles at the reservoirs, it will be possible to minimize risks of adverse events when purging tanks and vessels. The system for monitoring concentration of the hydrocarbon vapors will make it possible to ensure the safety of the working areas, and to more effectively control technological processes.

At the first stage, until 2021, the activities of the targeted program will be implemented in 15 Group Companies at the major facilities (oil depots). At the second stage, another 19 Group Companies will be included in the program by 2022.

 

BLOWOUT SAFETY

n 2018, 20% decrease in the total number of incidents in the Company related to the gas, oil, water inflows (GOWI), and their complete absence during well construction, the continuation of this trend this year, is achieved due to the blowout safety measures implemented by the Company:

  • development of supervising service;
  • providing crews for current and overhaul of wells with the process fluid control systems;
  • round-the-clock video control at construction and well repair facilities;
  • equipping classrooms with computer simulators;
  • replacement of blowout preventing equipment (BOP) in the crews for routine repair and overhaul of wells with BOP with hydraulic control and BOP with heating from low temperatures.

 

INTERACTION WITH CONTRACTORS

Rosneft is one of the largest consumers of contracting services in Russia. In this regard, the level of safety of facilities and the level of protection of the personnel of Rosneft and the Group Companies from production risks largely depends on the qualifications of the contractors' personnel, the condition of the materials, tools and equipment used by them, vehicles, and the quality of HSE management. Therefore, in order to achieve the goals defined by the Company HSE policy, it is important to closely interact with and manage contractors under the HSE issues based on the mutual obligations set forth in the agreements.

In addition to the legislative framework, a solid basis for such interaction with contractors is the current Company Regulation “Requirements in the Field of Industrial and Fire safety, Occupational Safety and Health, Environmental Protection for Organizations Involved in the Work and Provision of Services at the Company Facilities and Leasing the Company Property”.

The Regulations defines the responsibility of contractors regarding compliance with the requirements for HSE; the procedure for interaction between customer and contractor personnel when performing work and providing services at the Company's facilities; the structure of the HSE requirements included in the contract for the performance of work and the provision of services at the Company's facilities; the procedure for maintaining records in the process of performing work and rendering services, etc.

In addition to the requirements included in the contracts, at the corporate level, a number of requirements for contracting organizations in the area of HSE have been approved for candidates at the stage of procurement of services.

In the last reporting year of 2018, the Company continued the annual practice of holding joint forums at various levels with the participation of representatives of contracting organizations with the aim of discussing and resolving topical issues of interaction in the area of HSE, increasing the level of involvement of managers and specialists of the Company in working with the personnel of contractors, and optimizing the HSE management system : VII regional forum of Rosneft “Moving to the top, learning lessons” in Krasnodar; VIII forum of Rosneft of the East Siberia region “Safe production is the key to business success” in Krasnoyarsk; IX Forum of the Western Siberia Region - “In the interests of partnership - for the benefit of security” in Nizhnevartovsk.

During these and other joint events, the issues of the safety of construction, installation and downhole work, work at heights, in the area of transport services, work with energy sources, risk assessment during work with high risk, the admission procedures of contractors were discussed; Methods of introducing best practices, improving the competencies of contractors in the area of HSE, the quality of labor safety briefings were considered; building mutually beneficial cooperation; compliance with the Golden Rules of labor safety when performing work at facilities or in the interests of the Company; proposals of the contracting organizations themselves, for example, to increase the level of road traffic safety, other issues of interaction in the HSE area of mutual interest.

Live communication and an active exchange of information on the HSE issues gave impulse to many promising ideas for improving interaction, the best of which are already being implemented in practice.

Besides its employees, the Company informs the employees of contracting organizations about the risks in the area of HSE, associated with their work at its facilities; conducts consultations with contractors and advises them on HSE issues, including in case of changes; implements in relation to their activities the necessary measures to manage the respective risks in the area of HSE, including production control measures and change management. For these purposes, in addition to the usual communication channels and special forums, the “Safety Hour” procedure, regulated by the relevant provision of the Company, is widely used, which consists in regular meetings of employees of structural divisions of the Group Companies, which discuss various relevant topics of HSE, decisions are made and on which Representatives of contractors may be invited as participants.

FIRE SAFETY

 
 Rosneft and the Group Companies are conducting systematic work to ensure fire safety at production facilities. Company has created and operates a unified fire safety system, the purpose of which is to prevent fires, ensure the safety of people, protect property in case of fire, and exclude damage from fires to third parties. The fires accounting system allows for timely identification of deficiencies in the organization of the fire safety of the Group Companies of the Company and the development of necessary corrective measures.

 

RN-FIRE SAFETY LLC

In order to effectively conduct fire prevention work at the facilities and to extinguish fires, the Company established RN-Fire Safety LLC, which consists of nearly 140 fire units equipped with modern fire fighting machinery, equipment and highly effective fire extinguishing agents. The creation of RN-Fire Safety LLC made it possible to improve the manageability of the corporate fire departments, significantly reduced the time needed to concentrate the necessary forces and means to extinguish fires at the Company's facilities, made it possible to pursue a unified fire safety policy and made it possible to optimize the implementation of corporate programs.

The Company implements targeted specialized programs to improve the material and technical base and the business process of ensuring fire protection of facilities.

Based on the results of independent audits of the compliance of oil refining and petrochemical facilities with the fire safety requirements, programs have been developed to bring oil refining and petrochemical plants into compliance with the fire safety requirements.

The target indicators of the main directions of ensuring fire protection of the Company's facilities have been developed and enacted, the implementation of which will increase the level of preparedness for the fire protection of the Company's facilities and to reduce the damage from potential fires, and to eliminate the loss of life in case of fires.

 

MAIN DIRECTIONS FOR ENSURING FIRE PROTECTION OF COMPANY FACILITIES

In order to ensure fire safety of production facilities, the Company implements the program “Guidelines for ensuring fire protection of Company facilities”, adopted in 2018, designed for 2018-2021.

The objectives of the Program are to increase the level of resistance of the Company's facilities to possible fires and the readiness of fire departments, as well as their compliance with the federal and corporate requirements.

At present, about 9 thousand trained and certified personnel are involved in ensuring fire safety of production facilities of Rosneft. The material base of the fire brigade crews includes more than 170 buildings of the fire stations, units are equipped with more than 750 fire engines, more than 17 thousand units of modern fire-fighting equipment. The high level readiness of the fire departments to extinguish fires is supported, among other things, by conducting drills on elimination of the potential emergency oil spills, developing fire extinguishing methods and localizing possible accidents. In 2018, more than 400 such drills were held.
